Phil has lived in Florence for the last 32 years. Prior to that, he lived in Kingstree. He is a graduate of Presbyterian College. He was employed for 35 years with the Department of Health and Environmental Control. He served as the Pee Dee District Director of Environmental Health from 1984 until 2005.

For 35 years, Phil served in the South Carolina Army National Guard. He served in Operation Desert Storm in 1991. He served an active duty tour in Iraq, Kuwait and Afghanistan from 2005 to 2006. He retired from the army in 2007.

Phil is married to Tommie Ann Ward. They have a son, Lee, a junior at Clemson University, and a daughter, Ashley Hylton (husband Brandon) of Florence, and a granddaughter, Ella Hylton.

The Wards are members of First Baptist Church where Phil has served as a deacon and chairman of the personnel committee.

Phil enjoys hunting and fishing. He is a member of Delta Waterfowl, Quail Unlimited, and a long-time supporter of Ducks Unlimited.

Phil’s primary concern in assisting clients is to locate a neighborhood and home they will love and enjoy. He is willing to spend as long as it takes to find just what the client is searching for.
